The plan identify two areas of very meant for the settled functions: the part of the government buildings and the part of mixed city of mostly concentrated commercial, business and services destination. The distributive choices of the functions are selected by concentrating functions needed more mobility requirement along the ring road and allowing the public administration function connected with other parts of the MAC.

The morphological feature of the project can synthetically be described like a settlement plan open towards the east and in the middle, the city park. For its space and working characteristics the park carries out a role of overlook and hinge between the different elements of the PAT disposed around.
